Meliva’s Kvartal Clinic is a multidisciplinary medical centre located in the heart of Tartu, where you can quickly access the care you need—all in one place. We offer a wide range of healthcare services to help people in Estonia live healthier lives.
Our services include dental care, occupational health, primary care, nursing and mental health services.
Our clinic offers a comprehensive range of dental services, with experienced specialists in dental hygiene, general dentistry, orthodontics, oral surgery, periodontics, prosthodontics, and oral and maxillofacial surgery.

Our clinic is located on the third floor of Kvartal shopping centre at Riia Street 2.
When arriving on foot, you can enter through the doors on both the Turu Street side (Entrance 3) and the Riia Street side (Entrance 2). The third floor can be reached by lift.
ACCESSIBILITY
The clinic is located on the 3rd floor of the building. The building has an elevator, ensuring convenient access for both wheelchair and stroller users.
Parking
Parking spaces are available for convenient parking in the Quarter center, located on two underground floors (P1 and P2). The parking garage can be accessed from both Turu Street and Soola Street. The exit from the parking garage leads to Soola Street.
Parking Fees:
The first hour of parking is free (valid from 8:00 AM to 11:00 PM).
Each subsequent started hour costs €2.
**Payment:** Parking can be paid for with both cash and bank card at the Quarter center’s payment machines. Payment machines are located next to the travelators on the P1 parking level and next to the elevators on the P1 and P2 levels.
Access to the Clinic from the Parking Lot:
To access the clinic, we recommend using the Quarter center’s parking entrances ACCESS 2 or ACCESS 3. From there, you can conveniently take the elevator to the third floor.
Public transportation
The nearest bus stops are Soola I (on Turu Street; lines 6, 7, 13) and Kesklinn II and III (on Riia Street; lines 1, 2, 3, 11, 12, 25).

We provide dental care, occupational health, primary care, nursing and mental health services. Our clinic offers a comprehensive range of dental specialties, with specialists in oral hygiene, general dentistry, orthodontics, oral surgery, periodontology, prosthodontics, and oral and maxillofacial surgery. Our specialists also include an ophthalmologist, ENT specialist, cardiologist, paediatric neurologist, pulmonologist, allergist-immunologist, physiotherapist, massage therapist and optometrist. We also perform diagnostic examinations such as X-rays, Holter monitoring and ECGs.
What should I bring to my appointment?
Please bring a valid form of identification (ID card, passport, or driving licence), as well as any previous test results and a list of your current medications, if available.
Which services funded by the Estonian Health Insurance Fund does the clinic offer?
The Estonian Health Insurance Fund covers dental care for children, orthodontic treatment for children in accordance with its funding criteria, the adult dental care benefit, the dental prosthesis benefit, and oral and maxillofacial surgery. Under our agreement with the Estonian Health Insurance Fund, we offer appointments with an ophthalmologist, ENT specialist, cardiologist and physiotherapist. The Estonian Health Insurance Fund also covers Holter monitoring and ECG examinations with a referral.
