
Medical certificates
We issue all medical certificates which are in accordance with the legislation of Estonia, such as medical certificates for receiving a driver’s license, commencing education or work, or continuing work. Please contact our reception for booking an appointment or if you have any questions.
If your employer has sent you to get a medical certificate, you can book a time in self service portal.
Some medical certificates are paid for by the employer, whereas others have to be paid for by the applicant. Please be sure to find out how payment for a particular certificate is arranged in your workplace before coming to us.
We issue the following medical certificates:
- Medical certificate for motor vehicle drivers (group 1)
- Medical certificate for motor vehicle drivers (group 2)
- Medical certificate (with X-ray)
- Medical certificate (X-ray + three-part bacteria analysis)
- Medical certificate (three-part bacteria analysis)
Additionally, we perform various types of health checks, during which the following certificates are issued:
- Medical certificate for seafarers (initial), except for Norway and the Netherlands
- Medical certificate for seafarers (periodic), except for Norway and the Netherlands
- Medical certificate for security guards (groups 1 and 2)
- Medical certificate for security guards (groups 3-5)
- Medical certificate for divers (below 40 years of age)
- Medical certificate for divers (over 40 years of age)
- Medical certificate for blasters and pyrotechnicians
- Medical certificate for rescue workers
- Medical certificate for a weapons permit (the certificate is issued by a Meliva family doctor or general practitioner; prior to the appointment, a psychiatric evaluation is required, which cannot be obtained from Meliva)

Medical certificate for motor vehicle drivers
In order to apply for a medical certificate for receiving a driver's license, the physician issuing the certificate must have access to the client's medical history and the electronic health declaration previously filled out by the client. The health declaration must be filled out no less than 30 days before the appointment.
The doctor reserves the right to request additional testing and not to issue the certificate if the client’s state of health does not meet the requirements. In most cases, the additional testing can be concluded on site. The price for the testing shall be added to the cost of the medical certificate. We recommend that patients who have a chronic illness that requires constant monitoring, as well as patients with addiction problems refer to their treating physician (e.g. family doctor) to request a health certificate.
The service shall be paid for even if the doctor decides not to issue the certificate.
